What I want to know is if I have dual P2000s will plex be able to use them both for HW transcodes?
No, Plex only allows for one hardware transcoding device at a time.
Most users run out of CPU (audio transcoding and subtitles) long before the consume an entire GPU card.

Rats, I would have loved to handle some more 4k transcodes 
Right now my biggest choke is network, my current box only has 2 1gig nics teamed, but I am switching that shortly to a 10gig, so we shall see.
