Can play local but remote play gives generic error or a codec downloading error

Local play works for all media. However when connecting remotely ( just turning wifi off on my cell ) I get an error either dealing with a codec not loading/downloading/installing or just that there was a playback error, depending on which device i’m playing from.

I am also including the entire server log.

I’m about to downgrade my version of plex to get it working again. please let me know if there’s anything in the logs that points to a solution.
