can reach Plex via app, not web browser

Firstly, apologies if this has been mentioned before. (I have searched).

Plex works fine inside and outside of house using my phone, ipad etc. When at home I launch the web browser at home or use browser outside house it will not connect. I’ve shared my library with a friend and it will not connect via the app or the browser. any help will be much appreciated, as its now 4hrs of searching to no avail.

Qnap server. all up to date.
windows 7 pro all up to date.
all apps totally up to date.
