plex server not accessible from browser app and samsung app

Plex server not accessible from browser app on the same internal network running windows 7 and Samsung bluray app outside internal network, but works on 2 other Roku 3 box outside internal network not sure whats going on it all worked when first set up. The home theater software on one of the win 7
will access the server inside the home network. Any help would be AWSOM

Could be Secure Connections DNS Rebinding protection within the local network.
A guess
Look into plex web browser access first leaving the Samsung issue as separate issue

Try to disable Secure Connections on Settings / Server / Network
Or see if the web app settings / web / allow fallback to insecure connections - change to Always
to prove if it is that
