Cannot play or navigate when library scanning is active

Each time Plex is scanning library, I cannot play any videos, it just showed circling circle. If I want to play I had to stop the scanning.

I already have a very fast NVME disk, it didn’t help. I want to know if any way to make plex more responsive, like allowing concurrent SQLite db access, or use another DB engine. I was looking into SQLite PRAGMA but some options are only available when opening the DB, meaning Plex scanner has to set the settings.
