While browsing through the media interface in a web browser on port 32400 I am unable to move Live TV+DVR to the top on the left. I would like to be able to do this and it seems like a relatively simple request to implement. Please explain if it can or can not be done and if it can be done please provide detailed instructions.

You mean there’s no option to Reorder your navigation menu when you hover over that navigation item and click the ... context menu (3 vertically stacked dots)?
I’m seriously asking because I currently cannot verify this on my end (no live TV installed right now) – but it’s been working fine for me with all other libraries and online media sources.

You need to “pin” your sources before you can reorder them.
