The sudo apt-get update && sudo apt-get upgrade -y command seems unable to update PMS 17.xx to 1.8.xx on my RPi running a standard Jessie installation (with the correct lib). Is the 1.8.xx update package not available yet?
That is not an official Plex hosted repo. You are better off asking the person responsible for that. I would assume a slight delay between Plex releasing it and then showing up in that repo.
Yes, the https://dev2day.de repo has not been updated since late June. Perhaps Jan has been on vacation thru July.

I have been trying spasmodically to update as well from dev2day repo for Raspian. I get Failed to fetch https://dev2day.de/pms/pool/main/p/plexmediaserver-installer/plexmediaserver-installer_1.10.1.4602-f54242b6b-1_armhf.deb Failed to connect to dev2day.de port 443: Network is unreachable
It seems the person has stopped providing the upgrades from this website. Did you ever resolve why?
