Can't access Plex Server through Web UI

My Plex server has been working for years, and then suddenly it’s not. I can access the tower, I can access the shares, and the PMS docker looks good, but I can’t a) access the Plex server UI (http://192.168.0.102:32400/web/index.html) or b) see the server on my Plex account.

I rebooted the tower and the docker, no luck. Where do I even begin?

Docker log looks like this, FWIW:

chown: changing ownership of '/config/tmp': Read-only file system
chown: changing ownership of '/config/Library': Read-only file system
chown: changing ownership of '/config/Library/Application Support': Read-only file system

I have a similar issue with media libraries being on a separate drive. Tried manipulating permissions to ensure they were proper…no luck.
Anyone with permissions problems out there that can help…come across this and fixed it???
