Can't navigate using Voiceover on Apple TV App

Hello there. I have a Apple TV HD/Apple TV (4th generation) with Plex installed and working normally. My wife is blind, so she uses the Voiceover feature to operate the Apple TV using swiping gestures to navigate around the various elements and buttons on the screen. This seems to work well on her iPhone, but on the Apple TV Voiceover simply reads whatever element it happens to land on, and does not move to other screen elements in response to the normal swiping gestures that Voiceover uses.
If this could get fixed at some point, that would be fantastic. I really enjoy using Plex, and I would love my wife to be able to use it too on the Apple TV.
