I want to change one user to 720p and leave the rest on the default setting.
Can I do that?

you want to - change the playback quality of someone’s Player? Sure, that is possible. Your phrasing “change one user” makes it seem like you want to adjust Server settings which afaik don’t allow you to control the quality of the clients (or even individual clients). But on the client side you can! I imagine you’re doing it on Plex Media Player for Win/Mac, but you can do that on mobile as well.
So head over to your settings, go to Quality (in the Plex for Win/Mac section) and choose your preferred streaming quality.
Keep in mind this does not restrict you to that quality, it will just default to it and you can always change it in the video settings while watching.
You can currently ONLY set individual user quality from the Client App.
There are no server settings for same.
Local: Change Quality to 720p @ ?
Remote: Change Remote Quality to 720p @ ?
