Constant buffering every 5 seconds local - no issues remote

So i built my family a small hp microserver with unraid for use with plex and other storage. Worked fine at my house and i have now set it up at their house

The only issue is that almost without fail every 5 seconds the video buffers - we are talking even sd direct played media on every player - no explanation

Also a salient point - have tried both unifi ap and an older asus router - no go

Remote streaming has no issues
