Constant Buffering Only On Comcast Network

I have a very strange issue with all remote streams using Comcast specifically, constantly buffering and having difficulty playing 1080p files. I can transcode the files down to 720p, and they will play slightly better, but still eventually buffers. Other users from other ISPs are having no issues. I tried rolling back the latest update to the previous version ( Version 1.18.9.2571) but this did not resolve my issue. My home speeds are 100Mbps down /10Mbps Up. The Server itself has 1Gbps down/up.

-Buffering still occurs using NordVPN
-Issues Disappear when using my work’s VPN.

I have about 6 other users on who use Comcast as their ISP, all are having the same buffering/ video loading issues. When I access my server remotely, I can play video locally with no issues as well. I had zero issues like this a day ago. When looking through the logs I was seeing excessive SLOW QUERY errors, however I have uploaded the console logs zip file to this thread.

Probably also worth noting that I have access to two other Plex servers that are managed by other people. I am having the same buffering issue with one, the other plays media as normal. I have not asked the owners of those servers if they have updated PMS yet. Please help.

Update: The issue Disappeared when I enabled Debugging for about 30mins, however has now gotten worse. Myself and Comcast users have to lower speeds to 2Mbps remote in order to have any kind of seamless streaming. Please Help.

Update 2: This turned out to be an issue inside Century Link’s network. Likely the BGP peer with Comcast. Luckily I am able to open tickets with these providers since my network peers with these ISPs.
