Yes, this is possible.
BUT the machine with the web browser must be in the same local network as the Android phone
and there must be a running Plex Server within the same local network.
This may not always yield the best A/V fidelity, though.
I recommend to install the optional Plex Media Player and put it into full screen mode
and use this instead of the web app.

thanks but my PC connected to the TV is 32bit and there is no plex player for it.
THis is the only thing that I don’t understand about makers/developers of Plex.
Plex is really a good solution but just because of a missing player I don’t prefer paying for it.
anyway, my android phone and the pc with chrome are on the same network.
plex server is the same PC. but I couldn’T figure out how to play the selected movie on Chrome ?
preparation for this to work stable:
if you still have an older version of the web app, go to
Settings - Web - General
and activate ‘Announce as Player’
Reload the web app
open the Android app
connect the Android app to your web browser, like shown here

I mean , the shortcut with plex shortcut should open in second monitor.
I found this info:
