Could Latvian langauge be approved in transifex Web Clients project

I am trying to join Web Clients project Latvian team on Transifex , but I am getting:

“Someone has already requested to add this language to the project. wait for this language to be accepted for this project.”

Can somone approve the Latvian language request?
