Custom settings ignored when Optimizing

Have a strange problem: Running Plex server on QNAP NAS. When I optimize movie files and choose custom settings, the videos come through with different settings, f.e. when I choose 4Mbps/720p it’s optimized to 0.8Mbps/576p. 1.5Mbps/480p setting will give me 0.3Mbps/320p and so on… Very frustrating. And repeatable.

See attached screenshot - I named the profiles with what the target setting was, and below you can see the resulting files setting.

Any ideas?
