Apologies if you have already answered this but, what would be the harm in keeping the current default settings on server but also include an option allowing the server admin to change default client stream quality? The clients can still make there changes to fit there personal bandwidth needs. Managing settings on one (or a few) servers is easy, but trying to get every client to change there settings on every update/reinstall is rough, and (I think) the core issue here.
