Plex handles both local and downloaded subtitles equally - it does make it difficult to choose the right subtitles. Proposes to introduce an indicator with a symbol to show whether it is a local or downloaded subtitles.
yeah even just some kind of downward facing arrow icon next to the downloaded subtitles in the list would do it.
