Disabling video transcoder makes audio transcoding not work

Player Version#: Android TV v8.1.1

I disabled video transcoding in the transcoder options, yet when I try to play a movie that needs audio transcoded, it fails until I enable video transcoding. The video isn’t transcoded, only the audio (Transcode reason on client is that client does not support EAC3, transcoding to AAC)

Another note: all things relating to video quality in the client are set to maximum.

The request was the ability to disable all transcoding.
This was going to be a known fallout and was explained.
After much persistence and resistance, Engineering provided the ability to turn everything off or everything on.
