I think you can already achieve that by disabling rent/purchase providers from https://app.plex.tv/desktop/#!/settings/streaming-services – though that doesn’t cover movies available for rent/purchase with providers who also stream content (e.g. Amazon).

Agreed. I add a movie to my Watch list to be notified when it’s available to watch. I already know I could buy it. At the least, “Available for purchase” should be separate for “Available for streaming” I just don’t need Discover to tell me the 15 sites I could buy it from. How about alerting me…
