I’m interested in getting a tuner for live TV and DVR recording.
I do already have a shared media server that I do share with a couple of friends
But I’m also interested if I can share that one connection of Live TV and DVR to my friends, or is that only possible for my local network?
I did not find any relevant information on the forum or web.

The latter. Or more precisely: only for users who are members of your Plex Home (which should only consist of persons who are living with you in the same household). https://support.plex.tv/articles/categories/features/plex-home/

non-home users cannot watch LIVE TV from your tuners, BUT they can watch shows that have already been recorded, assuming they have been given access to the library the recording is saved in.
