I would have said no. But after a major breakdown of my internet provider yesterday, i thought was safe with Plex.
I found out that I could not start any media from my ATV4, running local on the same network as my Plex Server.
I got the error (Ressource failed to load - Or something like that). I forgot to take a screenshot.
Am i missing something, or should eveything not have been running normally, even thou the internet was down ?

Roku needs to be in that * list with the note:
Kinda Works, Dam Slowly, Intermittently, but Eventually.
(Note: The ‘Offline Mode’ Button is there, but has yet to perform any useful function - if pressing it makes you feel better - knock yourself out)
I’m not a big fan of Internet Outages - to say the least.
