Using Plex offline?!?

I noticed a strange behavior from Plex at the weekend that puzzled me. It was the following:

We had no internet on Sunday for about 17 hours! Because Formula 1 was cancelled so, I wanted to “Plex” instead. Unfortunately, I discovered that Plex cannot be used without an internet connection! I could not get a connection from one of the clients to the server, nor could I call up the Plex WebIf on the server itself!!!

And that while I was just streaming on the local LAN! Did I set something up wrong or did the makers make such a catastrophic fauxpas???

For comparison: an Emby server is also running in parallel on the server. Emby doesn’t care whether there is internet or not: it just works!

Is there any solution to use Plex local without internet connection?
