Download from Optimized Versions

The new download feature does not seem to be using optimized versions for the downloads. I have all my unplayed TV Shows optimized to 480p 1.5Mbps. When I stream from my android and set the quality to 480p 1.5Mbps it will automatically select the optimized version for streaming.

However, when I choose the same show to download and set the download quality to 480p 1.5Mbps, most of the episodes are being transcoded before they can download (probably about 10% are downloading from the optimized versions).

Is this a bug or am I not configuring something properly for it to download the optimized version without transcoding.

Upon further inspection, it looks like a lot of the optimized versions, Plex sees as 480p, 1.7Mbps. Is there a way to use a custom max quality on the downloads and set it to 480p, 2Mbps?
