Yeah but according to @Moussa, it is a Microsoft codec problem. It that is the case, it shouldn’t matter what player the app is using.
Netflix “uses it’s own player” means that they do not use any codecs, API’s, ect. from Microsoft but have completely written their own media player from the ground up.
That’s why they don’t have the bugs present in Microsofts media player (and apps that use it like PLEX)

Still can’t explain why the same Mp4 file plays fine using TV&Movies.
I don’t think it’s only Microsoft issue… I have the same issue with EAC3 5.1 (video plays ok) and running plex server with QNAP and Samsung Plex Client (SAMSUNG SMART TV).
Audio stutter.
Container File: mkv, Audio EAC3
No issue playing the same file with:
web player client (accessing at plex server, and playing the video within the browser).
