Fail to download codecs

Server Version#: 1.13.5.5332

I have looked everywhere, so I apologize if this is a repost or the incorrect place to place this issue. Plex media server will not play my videos. I can successfully play them from the media player, but not the server. See error message below that I have identified.

I’m on the same version, 1.13.5.5332, and having the same issue. I can play them on Web, but not Android or Chromecast.
