My setup is pretty simple actually.
- AtomicPi with Debian Buster image from their website
- Installed Linux Plex server with the .deb file
- Enable HW transcoding in settings
- (fixed permissions for plex user to /dev/dri - but that was a bug you already fixed. See Debian Buster: Plex user not added to "render" group during install which is needed for HW transcode)
- Play movie and it transcodes with HW
