Feature Request: PMS per-video or per-stats transcode override

I’ve ‘pre-transcoded’ lots of my videos for maximum compatibility and minimum file size–it would be nice if I could tell client devices to never transcode their h.264 streams, no matter how the client app is configured or what Plex guesses it should do.

Conversely, some of my videos are so huge that, even if the Internet service was fast enough, or it was on the same LAN as the PMS, the crappy wifi on Roku 3s and TVs isn’t fast enough to Direct Play/Direct Stream them, so it would be nice to have an ‘always transcode both audio and video’ setting just for those videos.

So if there was a way to specify a set of h.264 property thresholds which would disable h.264 transcoding for qualifying videos, or a ‘file size per minute’ that would force it, that would be awesome. A less elegant and scalable, but probably easier to implement, way to do it would just be to let PMS admins disable or force transcoding as a per-video setting.
