No. One of the core features of PMS is to adapt (transcode) your video to play on whatever device you’re playing it.
If you wish to prevent the transcoder from starting, you must pre-process the file before giving it to PMS; making certain it is 100% compatible with all devices you intend to play on.

i already trancode all my video with Handrake :
Format : MPEG-4
Bit rate : 1 700 Kbps
Format Audio : AAC
encoder video : h264
but plex still for some device transcoding (all device are smart tv )
