The "pre-roll" video is part of the Cinema Trailers feature. Whether or not a user wants to make use of the Cinema Trailers feature (assuming it's all configured on the server side) is controlled from their Plex app. Users can choose whether or not they want to use the feature; it isn't possible to "force" it on them (not everyone likes or wants content before their movies and we don't have a desire to force it on people who don't want it).
I definitely would like to see this feature. I'd love to force the trailers and pre-roll to the clients that access my server.
Basically I have a bunch of friends and family that feed off of my Plex server and it would be a great way to give it that extra personal touch. Plus, it opens the doors to being able to make announcements to the folks who use it on a regular basis.
There aren't currently any plans to allow users to be forced to watch/use the Cinema Trailers feature. If you wish your users to see them, I recommend simply instructing them how to enable the feature in their (supported) Plex app.

Would it be a compromise to perhaps enable preroll for movies on all client releases by default? That way they can disable it if they wish. I just find most of my family aren't interested in piss farting about with settings to enable a triviality ;)

You can just use pre-roll. Just deselect the trailer type option boxes and fill in the pre-roll link. That only shows the pre-roll for me.

I don't expect any of them will object to it - in fact they will get a giggle out of it. The option to turn it off was the 'compromise' to other Plexers not my mob ;)

I don't know what implications there are with legal and licensing, so take those aside for a moment and consider the possibilities of deploying Plex in commercial environments.
Whether in an office, hospitality (hotels, bed and breakfasts, etc.), being able to force a pre-roll or otherwise have some type of server control over the clients would be beneficial and give it a nice touch.

I'd like you to reconsider. I would also like to be able to set this on the server side.

Sure, everyone checks their email regularly. And everyone reads everything.
I have a friend who checks his email a couple of times a month, at best. He's been known to go a couple of months without checking it at all. When wading through the spam, he has often missed "important" emails. Though, to be fair, he has a point that no one who knows him would ever send anything actually important in email to him.
Some server-side control of the pre-roll would be very helpful. Besides, it makes sense, logically. The operator of the server should be able show the latest Katy Perry video, a Volvo ad, and some previews for movies you'd never consider watching, right? Just like a real theatre? ;)
You could make a checkbox in the library sharing settings on the plex.tv page. Something like Force Pre-Roll and then its only played for the users you have selected?
I hate to say it, but it might even be a way to monetize Plex. Non-paid accounts could get forced pre-rolls that are controlled on Plex's side, while Plex Pass members can control the pre-roll for their own servers. I think the concept in its most general form should at least be reconsidered. Having a framework for server side setting controls could be very valuable in more ways than one.
Kind of on the same topic, server side QUALITY controls could be beneficial. Things like maximum/minimum playback quality and maximum concurrent streams. It would really help those of us that use Plex for more than one family. It would cut down on the troubleshooting of the "buffering" or "choppy" complaints because the administrator of the server could just auto set the quality settings from the server itself.

The core Plex product is (and hopefully) will always be free. This is a horrible suggestion IMO.
Sure server side controls could be useful for some however Plex inserting their own 'adverts' does not seem like it would fit with their ethos (or at least i hope).

However, they did break out pay model for PlexPass and separated the feature set out. They could, conceivably, offer PlexPass for "free" if it were advert sponsored. I don't think the backlast would be that drastic to be honest.

That sounds better i guess 'get more features if you put up with ads'. Still, i'm happy directly financing Plex for the features. Anywho, best not drag this thread off topic too far! :-)

1. Plex does not have any plans to allow a server owner to *force* a pre-roll video on a user.
2. If you want your users to see them, then set up the feature and inform your users how to enable Cinema Trailers in their (compatible) Plex app.
