Is it possible to get live tv/dvr in Plex without a tuner?

No. Only what is available for free streaming thorugh plex.tv https://www.plex.tv/live-tv-channels/

I have enabled live streaming what do I do now?

You reload/reboot/restart your Plex client and then add the media source “Live TV” to your side bar (in case it’s not already there).
