Cloud Sync and Plex Cloud are 2 different things.
If you are using Cloud Sync, what this does is uploads your local library to your cloud provider, in your case Google Drive. If you delete any media though in your local library, your google drive will also delete the media.
Plex Cloud - you do not need to have a local server. What ever you upload to Google will stay there until you physically delete it. At this time, you can only delete the media yourself through the cloud provider itself and not Plex.
Sounds like to me you are possibly using Cloud Sync and you are deleting media from your local drive which is mirroring your google drive. Also make sure your files are completely uploaded.
Does Google delete items that it sees as copyright violations?
