The best way to prove someone really knows the movie quote is if people give a subjective description of the scene that puts the quote in context. But sometimes not everyone has seen the movie asked for, so to keep the game going and in flow, after a while I suppose it's ok to look it up. I'll try to do that and function as the moderator of the game.
Hint: The movie referenced is about drugs, told from 3 different storylines, each with its own colour grading. It is based on a TV mini series.

The movie referenced is Traffic (2000), directed by Steven Soderbergh, and is taken from this scene in which newly appointed US drug czar Robert Wakefield gives a neatly prewritten speech to the press that he cancels because his own daughter, a straight-A high school student, becomes addicted to drugs. It is an amazing movie, and seeing this clip makes me want to rewatch it for a 10th time:
