H264 Codec failing to install

Hello, I had recently done a fresh install of Windows 10 pro OS due to corruption of the system ( not taking the 1709 fall creators update). Now the OS is 1803 version with no issues. After re-installing plex and adding libraries… etc., I was no longer able to stream videos locally or remotely. I am consistently getting the ‘Conversion failed. A required codec could not be found or failed to install’. I have tried to install and re-install Plex multiple times (even reverted back to an old server version. I tried installing the HEVC plugin from windows to see if that codec file would change anything. I also attempted to install CODEC packs (K-file) to see if that would change anything. I am not sure if there is anything else that can be done to resolve this issue. My understanding is that this is a windows 10 update issue not allowing the codec to be installed. I even had another PMS that was running smoothly on another Windows 10 pro machine which I copied the codec files from and put into the Codec folder. This also did not fix the issue, just changed the errors in the debug log. See debug report for detail logs.
