HDR Optimizer Peak Brightness

Request to implement an HDR Optimizer function for HDR10 video files for setting peak brightness. As you may already know some HDR titles are mastered at up to 4000 nits. Most displays are well below this peak brightness and result in blown out highlights and bright areas in films. Players from Panasonic such as as the UB-820 and UB-9000 contain an HDR optimizer feature that lets the user remap the peak brightness of the film to match the peak brightness of the display type to preserve highlight detail. Is it possible for this to be done in software? If possible to implement on select playback devices such as the Nvidia Shield would allow to set for different peak brightness levels to match different TVs and projectors. For example 1000 nits for OLED, 1500 nits for LED LCD and 350 nits for projectors.
