I have set transcoding to H/W acceleration and ‘Make my CPU hurt’

Transcoding a 4k movie is very processor intensive. You’d be better off figuring out what file formats your end player (the TV) supports and reencoding the file to Direct Play.
The free program called HandBrake is invaluable for this type of conversion.
Is the movie transcoding? During playback, login via Plex Web and check the status.
Plex transcodes video to H.264, so if the movie is transcoding, you’re getting 1080p SDR at best.
