You can’t currently. If you don’t want your server to transcode video then you can turn off video transcoding and clients will fail until they put their remote stream setting on Original/Maximum or a bit rate higher than video. (it will still fail if file is incompatible with client)

I’m not really sure what you are referring to. If you mean this Automatically Adjust Quality when streaming | Plex Support , that is not default because it needs to start playback as a transcode because it cannot switch between direct play and transcodes. it can only adjust a transcode.

If you want to force a specific bitrate for a specific user/all users while still transcoding it can be done with nginx if you feel hacky. The same can be done to force original without transcoding.
