How can I tell how far I'm buffered/Caching issues

How can I tell how far I’m buffered in the OpenPHT or Plex Skin? I have the cache to 20% but it rarely caches that far at all. With Aeon Nox I can see it. But It’ll cache about 2 minutes ahead and then stop. As soon as I fast-forward it’ll cache some more but not nearly 20% Is there a limit on cache?

I’m still seeing the same limited cache behavior if the GUI is in fact correct. Otherwise, where is the cache file stored?
