Recently I have found that some videos are forcing english subtitles when I am viewing on my LG tv. In the tv app I have gone into the subtitles option and it is already set to “None” so that makes no difference. Playing the file on my PC there are no subtitles so I know they are not hard coded. I have also messed with language option on the server but it makes now difference. Anyone got any ideas ?

Through Plex (aka PlexWeb or Plex Media Player for Windows/Mac)?
Since you confirmed that they are not burned in, everything else should be controlled by the Plex Client app. PS this is not a set-it and forget-it value, you will need to change it as you play the file.
I have a 2018 LG OLED (WEBOS Plex App) and I have no issues controlling the use of subtitles.
PS subtitles work much better by default if you fix your media file
- tag the language of the audio stream
- tag the language of the subtitle file
- use the forced attribute for subtitles correctly (only when you have an FPO subtitle file (foreign parts only)
setup plex with how you want subtitles used by default.
Your primary tool to fix the media file is MKVtools
