TV is Samsung JS9000, Tizen.
The clock on the TV is correct.
The clock on the Plex server is correct.
All devices in the network use the router as NTP and have their time set correctly.
If the TV has no internet access, then the Plex player time is almost random - sometimes 4h32 minutes ahead, other times 4h53 minutes ahead etc. It also varies when the player runs for hours.
If the TV has internet access, then the Plex player time is set perfectly correct.
How is the time set in the player and how can I have it set properly without giving the TV internet access? It looks like the player tries to get a URL from plex.tv on startup and sets its time from there. When the call fails, it just sets a random time that it also adjusts continuously. How can I make it just use the TV’s time which is always correct?

I’m afraid you cannot. Setting time is a feature of the TV operating system.
The time on the operating system is correct.
Just plex player is screwed.

Yes, the operating system of the TV. The time is correct there.
Plex player does not read the time from the operating system, it has its own time from an unknown source.
Is the time also incorrect after the TV has been restartet and the Plex app has been opened for the first time?
Yes - the time on the TV is correct at all times.
The time on the plex player tv app is correct only if internet is allowed for the TV while the plex player app is started. Otherwise, the plex player time is completely skewed and keeps going more skewed while it’s running.
For example, now it’s 2:42. The time on the plex player app is 16:48 - this time 14 hours and change skew (usually it’s 3-4-5 hours plus a random number of minutes).
Plex cannot be used without Internet connectivity.
