hi, does anyone know if it is possible to play a video direct to specific client via the http api, and if it is possible to find the time that a video was last watched until so that it can be resumed please?

can anyone help here at all? I know an older method that relied on sending using an xbmc legacy piece of functionality to play on other clients, but this won't work on metro clients or plex HT for example. Is there a specific way to do this?
I'm particulary intereted in what parameter we can use to start playing at a specific time though if anyone can help please?
