HW acceleration not working (Gemini Lake)

I have plex desktop player installed on a Compute stick (4GB Gemini lake J4125) that i am trying to use as a media streaming device.
I have tried using Plex Desktop/ Plex HTPC to play my media which is being served by a low powered NAS.
The media is unwatchable as my media runs at a frame rate of 1-2 fps with HW acceleration enabled in either desktop player or HTPC.

When i look at intel_gpu_top to check GPU usage - i see that less than 40-50% of the GPU is being used.

Same files can be played on the device if i use KODI v20 instead or using the plex web player
