I would like to change 2010 Mac Mini to Apple Silicone (also to save the climate - yes) so therefore i would like to aks if 8GB RAM + M1 is sufficient for 1-2x 1080p/4k stream via 1 Gbit Ethernet to an (Apple) TV ? Or i am better off 16GB RAM ? Can you/Plex already made an estimate what the baseline for technical spec should be to not kill the mini with swapping ? Which is btw, the best compressionformat to make use of the hardware accerelation ?
There is no significant difference in memory requirements for the M1 versus Intel. Both will use about the same amount of memory.

Not sure about “best”, but H264 is the easiest. That’s what most HW is optimized for.
I am running this exact setup. Base m1 mini with 8GB but over wifi to a 4k Apple TV.
I easily stream 2 concurrent 4k streams without the mini going into swap memory.
16GB would be overkill if that is all you are using the mini for in my opinion.
With modern OS and memory management systems you may be ok with 8GB Ram if the Mini M1 or M2 is a stand alone server. But if you are using it for Browsing, Downloading, Email, Etc. Go with 16GB to avoid constant memory swapping. Remembering there no way back with Apple Silicon devices not having user upgradeable RAM. I get the $200 extra expense nonetheless.
Use your Activity monitor to further investigate your usages of Ram on your current Mac mini, this should indicate 8GB a bare bones requirement.
