It worked for me. I had to log out, clear my browser cache, restart my web browser and log back in. Then the link screen came up okay and I was able to link a new device.
Tried and made it through an incognito tab in Chrome. Maybe that will work?

I was able to link my TV.
Had to use a completely different computer and browser. Then I could link the device, and the main page is working normally.
Back to my normal, laptop there is nothing I can do to display both the main page and the link correctly (empty pages and no way to login).
Tried using the signout link, browser refresh, even a different browser. It’s as if my laptop is somehow banned from plex.tv.
Running Windows 10, both the new Edge and Internet Explorer.
Not a serious issue for me now that I was able to link my new device, but it’d would be nice to have normal functionality again.
Back to edit my post: my laptop can after all see a normal plex.tv page, but only in a new private mode browser window.
