Identifying media that is H264

I would like to re-mux/re-encode any media content that is not H265 mkv format.
Is there a way I may query the plex database for this info to identify which files need to be done.

In addition I would also like to restrict the search on the database by the size of the file ie greater than 500MB.

I am able to see this info shows under media info as Codec and Size for a file inside of the plex web app however as I have lot of old TV show and movies I ripped prior to H265 codec being available doing this manually is not an option.

My main reason for wanting to do this is to keep close to current quality as possible whilst reducing filesizes. This will allow all content to have been encoded with the same quality preset.

Re-encoding files which have already been encoded to low-bitrate H.264 will suffer greatly. If you want to do it “right”, you’d have to go back to the raw Bluray rip and use this as the source for the H.265 encode.

I don’t see the usefulness. All devices which can play H.265 are also be able to play H.264.
Plus, there is no “one for all” quality preset which works equally well for all types of content.
