You say this was added and I am very happy about that, but I cannot find that filter you are talking about on the Roku Plex, Plex/Web or the Server itself.
What do I need to do?

It's been added on the server, unfortunately that's only the first step. We have yet to see any of the clients make use of this new filter. Hopefully soon.

Please do so, since this is how the plex team measures popularity of feature requests.

Perhaps it is possible to make a python script that can tag in a collection all files with subtitles.
Please add this to the plex web frontend, it would be very nice to have and a huge advantage over any other media library out there. I need this so damn hard. thank you!

We need is for the various clients to implement them.
Wow. Three years since this was requested. Would love to see this make its way to the various clients. This is the filter I miss the most, hands down.
Yup, this is basic stuff, not getting done after 3 years. Instead its management has grand plan expanding in so many other areas (music recommendation and stuffs)... Plex Inc resource is spreading thin on supporting too many clients and working on too many topics. Lots of new features would come out half-baked and buggy. See it happening.
