Improve Episode/Playlist Advancement with Manual Tagging, Customizable Delays, and Eager Buffering

This is a two-part suggestion.

1) Allow any video to be tagged at any point in time (e.g. TV Show S01E01 - Test.mp4 at 23:03) - this tag would be similar to how the DVR commercial skipping works today. At the point of the tag, a “Next” button appears, fully illuminated, while the content is dimmed (the point is to cut out the credits and stuff that people don’t usually want to watch). 2) Auto-advance at that point based on the administrator-defined value (currently this is set to 15 seconds and is not configurable).

As one statement… Allow administrators to be able to determine the amount of time that they wish their users to have to cancel an auto-advancement and the point in time at which that advancement will trigger for any video media that is either a television episode or a member of a playlist (when played from the playlist).

An added bonus - buffer the first 30 seconds of the next episode a minute or two before the trigger point so that the episode can be advanced without needing to buffer again.
