the fps reported from plex is incorrect and causes stuttering in panning shots when direct or direct stream playing.
Thanks for supplying what you’re seeing but I think the problem is with the video itself or the writing application.

I muxed the file with mkvtoolnix and removed the FLAC audio and now here is what Plex report even more confusing now its: Frame Rate 59.94 fps

Sorry for the triple post but this can be closed I found the issue that we both missed:
Frame rate mode : Variable
Frame rate : 23.976 FPS
Muxing it with mkvtoolnix and re-establishing a constant 24000/1001p fixed it.
