I have my Internet Streaming Video Quality and Limit remote stream bitrate set to 3Mbps, 720p. I’m noticing that often it transcodes to content to SD 2Mbps. It doesn’t do it all the time. Any ideas?

That 2 Mbps you see is an average. Plex usually keeps some buffer for bitrate peaks (which can be significantly above average).

Your server logs should usually show how the server came to that transcoding decision – most likely it figured that for that particular video, the transcoded target file at 720p would be beyond the bitrate threshold.

Ahh I see, that’s a little misleading. It’s too bad that is how it’s handled. I was attempting to give remote streamers enough bandwidth to get an HD stream, but no more.

Try setting it at 720p 4Mbps. The difference according to your bandwidth is the capacity for 1 additional stream by restricting it to 3Mbps. 20Mbps/3Mbps = ~6 streams, 20Mbps/4Mbps = ~5 streams.
