Ios home page - is "Browse Libraries" supposed to be in the middle of the page?

iOS, phone as example but also applicable to ipad:

Why is browse libraries under continue watching? Logically browse libraries should be above continue watching (blue arrow) because the same literal function has it’s own button at the bottom (yellow arrow).

Expected result: give us the ability to nuke “Browse libraries” altogether, or move “browse libraries” above continue watching.

Clearly, this can only be an error. Having 2 buttons that do the literal same exact thing being this close can only be a mistake.
