iPadOS - Downloaded play will not allow scrubbing forward

When playing a downloaded file on iPadOS can anyone use the scrubber to move the show/movie forward or back - I can only use the skip “xSeconds” buttons and the time remaining in the show/movie also doesn’t show - anyone else have this issue?

Same issue. No ability to scrub, no ability to restart from beginning.
